REQUESTED AIRPORT MASTER PLAN PROJECTS

· Reconstruct Runway 4-22 first, to insure that this runway, which is the preferred noise abatement runway, is completed as soon as possible and utilized to the maximum extent. (The engineering and specs have been funded and completed for 4-22). The existing approach navigation beacon on Runway 13 should be moved to Runway 4 so that Runway 4 (approaching from the southwest over the Gulf) is utilized, as it should be, to insure the utmost safety and tranquility for residents.

· When Runway 13-31 is reconstructed, do not increase the length or the weight bearing capacity over the current capacities, which are currently lesser than 4-22.

· Do not install any instrument/precision approach systems. This is unnecessary and will only encourage more landings of jets at night and in inclement weather.

· Consider de-commissioning Runway 13-31, and re-activating Runway 9-27 for small planes and especially touch and goes. (The MEA Consultant stated this was feasible. A few hangars would have to be moved...). This would give great relief to Bellagio, Gulf Shores, Golden Beach, and South Venice residents. (Runway 9 goes over a commercial area and 27 goes out over the gulf...).

· Install signs on all taxiways directing pilots to turn left as soon as possible (right for Runway 13) instead of merely stating "Fly Friendly" as VASI has recommended. (The left turn procedure is in the Venice Airport Minimum Standards and is currently not being adhered to...)

· Hire a monitor to perform security duty and also to monitor for compliance with the Venice Airport Minimum Standards which state that Runway 22 is to be used whenever winds are permitting, and when not permitting, turn left as soon as possible after departure on Runway 31; enforce these Standards through penalties and eviction as necessary. The current AWOSystem also states that Runway 22 is the calm wind runway. FAA defines calm wind as less than 3 knots per hour which is equivalent to less than 4mph; currently Runway 22 is only used when the wind is zero mph or coming from the southwest... The AWOSystem also states that Runway 22 is the preferred jet departure runway. Jets are not currently using Runway 22 to the maximum extent... The language in the Minimum Standards Section 6. N. should mirror what was approved by Council in 1994; currently, it does not.

· Restrict hours of operation for touch and goes to: 9am to 5pm, and jets and other large aircraft to 8am to 8pm. Start charging landing fees to help pay for maintenance, etc.

· Commit to no increase in the number of overnight/stationed aircraft; all rents should be brought to full fair market value.

· Commit to no increase, expansion, development, etc. that would increase air traffic or in any way negatively impact residents.

· Establish a Noise Abatement Program per the National Business Aviation Association's recommended Noise Abatement Program.

· Move the jet center so that nearby residents will be less impacted by fumes and idling noise.
